On August 22, 2019, the Korea Technical Standards Agency (KATS) issued amendments to the basic safety standards for children's products and conducted public comments.
The standard applies to products used by children under 13 years of age. This revision adds a new definition of elastomers: nitrosamines and nitratable substances, and specifies a concentration limit of ≤0.01 mg/kg. Most nitrosamines are considered carcinogens and are used to make most rubber products and some cosmetics. The revised limits apply to children's products and rubber products used in the oral cavity, such as toothbrushes. The draft also reduces the lead threshold from no higher than 300 mg/kg to no higher than 100 mg/kg. The limit of paint and surface coating is ≤90mg/kg. The lead limit does not apply to functional parts of electrical and electronic products, such as electrical connection components.
The deadline for public comment is October 21, 2019.
