On May 9, 2014, the Ministry of Commerce issued the Announcement No. 34 of 2014, deciding to impose anti-dumping duties on imports of high-temperature bearing alloy steel seamless steel pipes imported from the United States and the European Union. The implementation period is from May 10, 2014 5 years from the date. On June 14, 2019, the Ministry of Commerce issued the Announcement No. 24 of 2019, deciding to adjust the anti-dumping tax rate applicable to imported high-temperature bearing alloy steel seamless steel pipes originating in the United States and the European Union from June 14, 2019 . On May 9, 2019, in response to the domestic application of related high-temperature pressure-bearing alloy steel seamless steel pipe industry, the Ministry of Commerce issued the Announcement No. 20 of 2019, deciding that from May 10, 2019, The anti-dumping measures applicable to the import of related high-temperature pressure-bearing alloy steel seamless steel pipes shall be subject to a final review investigation.

If the Ministry of Commerce terminates the anti-dumping measures, the possibility that the dumping and damage of the imported high-temperature bearing alloy steel seamless steel pipes originating in the United States and the European Union to the domestic related high-temperature bearing alloy steel seamless steel pipe industries will continue or occur again An investigation was conducted and a review decision was made in accordance with Article 48 of the Anti-dumping Regulations of the People's Republic of China (hereinafter referred to as the \"Anti-dumping Regulations\") (see annex). The relevant matters are now announced as follows:

1. The review decision

The Ministry of Commerce ruled that if the anti-dumping measures were terminated, the dumping of imported high-temperature bearing alloy steel seamless steel pipes originating in the United States and the EU to China may continue or reoccur, and the domestic high-temperature bearing alloy steel seamless steel pipe industry The damage caused may continue or recur.

2. Anti-dumping measures

According to the provisions of Article 50 of the Anti-dumping Regulations, the Ministry of Commerce proposed to the State Council Customs Tariff Commission to continue to implement anti-dumping measures based on the investigation results. Anti-dumping duties will continue to be levied on import-related high-temperature pressure-bearing alloy steel seamless steel pipes originating in the United States and the European Union, with an implementation period of five years.

The scope of products subject to anti-dumping duties is the products to which the original anti-dumping measures apply, which is consistent with the scope of products in the Ministry of Commerce No. 34 of 2014 and No. 24 of 2019. details as follows:

The name of the product under investigation: alloy steel seamless steel pipe for high temperature pressure, also known as P92 seamless steel pipe, 10Cr9MoW2VNbBN seamless steel pipe, X10CrWMoVNb9-2 seamless steel pipe, etc.

English name: Ceramic Alloy-Steel Seamless Tubes and Pipes for High Temperature and Pressure Service.

Specific description: The outer diameter is above 127mm (including 127mm), the content of carbon (C) in the chemical composition (wt%) is greater than or equal to 0.07 and less than or equal to 0.13, the content of chromium (Cr) is greater than or equal to 8.5 and less than or equal to 9.5, Mo) content is greater than or equal to 0.3 and less than or equal to 0.6, tungsten (W) is greater than or equal to 1.5 and less than or equal to 2.0, tensile strength is greater than or equal to 620MPa, yield strength is greater than or equal to 440MPa alloy steel seamless steel pipe, whether or not Processing.

Main application: The alloy steel seamless steel pipe for high temperature bearing has strong high temperature strength and creep resistance. It is mainly used in supercritical and ultra-supercritical power station boilers and power station steam pipes.

The product is included in the \"People's Republic of China Import and Export Tariff\": 73045110, 73045190, 73045910 and 73045990. Other steel pipe products that do not meet the specific description of the product under investigation under the above tariff code are not within the scope of this investigation.

3. Methods of imposing anti-dumping duties

Starting from May 10, 2020, import operators shall pay the relevant anti-dumping duties to the Customs of the People's Republic of China when importing the relevant high-temperature pressure-bearing alloy steel seamless steel pipes originating in the United States and the European Union. Anti-dumping duties are levied at the ad valorem value of the duty-paid price approved by the customs, and the calculation formula is: anti-dumping tax amount = customs duty-paid price × anti-dumping duty rate. The import value-added tax is levied ad valorem on the basis of the tax-paid value approved by the customs plus tariffs and anti-dumping duties.

4. Administrative Reconsideration and Administrative Litigation

According to the provisions of Article 53 of the Anti-dumping Regulations of the People's Republic of China, those who are dissatisfied with this review decision may apply for administrative reconsideration in accordance with law or file a lawsuit with the people's court according to law.
