On June 14, 2019, the Ministry of Commerce issued the Announcement No. 24 of 2019, deciding to adjust the anti-dumping tax rate applicable to imported high-temperature bearing alloy steel seamless steel pipes originating in the United States and the European Union from June 14, 2019 . On May 9, 2019, in response to the domestic application of related high-temperature pressure-bearing alloy steel seamless steel pipe industry, the Ministry of Commerce issued the Announcement No. 20 of 2019, deciding that from May 10, 2019, The anti-dumping measures applicable to the import of related high-temperature pressure-bearing alloy steel seamless steel pipes shall be subject to a final review investigation.
If the Ministry of Commerce terminates the anti-dumping measures, the possibility that the dumping and damage of the imported high-temperature bearing alloy steel seamless steel pipes originating in the United States and the European Union to the domestic related high-temperature bearing alloy steel seamless steel pipe industries will continue or occur again An investigation was conducted and a review decision was made in accordance with Article 48 of the Anti-dumping Regulations of the People's Republic of China (hereinafter referred to as the \"Anti-dumping Regulations\") (see annex). The relevant matters are now announced as follows:

The Ministry of Commerce ruled that if the anti-dumping measures were terminated, the dumping of imported high-temperature bearing alloy steel seamless steel pipes originating in the United States and the EU to China may continue or reoccur, and the domestic high-temperature bearing alloy steel seamless steel pipe industry The damage caused may continue or recur.
2. Anti-dumping measures
According to the provisions of Article 50 of the Anti-dumping Regulations, the Ministry of Commerce proposed to the State Council Customs Tariff Commission to continue to implement anti-dumping measures based on the investigation results. Anti-dumping duties will continue to be levied on import-related high-temperature pressure-bearing alloy steel seamless steel pipes originating in the United States and the European Union, with an implementation period of five years.
The scope of products subject to anti-dumping duties is the products to which the original anti-dumping measures apply, which is consistent with the scope of products in the Ministry of Commerce No. 34 of 2014 and No. 24 of 2019. details as follows:

3. Methods of imposing anti-dumping duties
Starting from May 10, 2020, import operators shall pay the relevant anti-dumping duties to the Customs of the People's Republic of China when importing the relevant high-temperature pressure-bearing alloy steel seamless steel pipes originating in the United States and the European Union. Anti-dumping duties are levied at the ad valorem value of the duty-paid price approved by the customs, and the calculation formula is: anti-dumping tax amount = customs duty-paid price × anti-dumping duty rate. The import value-added tax is levied ad valorem on the basis of the tax-paid value approved by the customs plus tariffs and anti-dumping duties.
4. Administrative Reconsideration and Administrative Litigation
According to the provisions of Article 53 of the Anti-dumping Regulations of the People's Republic of China, those who are dissatisfied with this review decision may apply for administrative reconsideration in accordance with law or file a lawsuit with the people's court according to law.
